HuMa was founded to play a role in realizing a just social order through the structuring of a natural resource management system that places the people as the primary actors and pillars. In its implementation, this positioning of the people as both actors and pillars is realized through the existence of the People's Legal Aid (Pendamping Hukum Rakyat/PHR).
PHR are "People who work in social movements to empower the people's legal resources and/or reform state law towards social and ecological justice." Simply put, PHR is a people's legal aid, meaning that law here is not limited to state law, but also includes local and customary law. The People's Legal Aid also demonstrates its commitment to the people.
