1. Implementation of the PHR Development Model
- This document serves as a guide for the implementation of PHR development. The implementation of this PHR development model is the responsibility of all PHRs. Its execution is adjusted to the territorial context and the supporting actors in each area. Nevertheless, the problems faced by PHRs and communities in one region will become the concern of all PHRs. Therefore, within their capacity, all PHRs must provide support and solidarity for the struggles of PHRs in other regions.
- The mechanism for PHR development, support, and solidarity among PHRs is technically regulated by PHR organizations and networks in their respective regions.
- At the national and regional levels, a PHR/PHR organization/PHR network is appointed to act as a dynamizer to facilitate the implementation of the PHR development model.
2. Evaluation of PHR Effectiveness and Its Impact on Legal Reform
- Each PHR, organization, and PHR network is required to conduct periodic reflection in order to assess the extent to which individuals, organizations, and PHR networks have carried out their roles and responsibilities in defending communities and people’s law.
- Such reflection must be linked to the extent to which legal reform and the fulfillment of rights within their respective areas of work have been successfully achieved.
